Hyperliquid is preparing a major expansion of its prediction market infrastructure, unveiling plans to make HIP-4 outcome markets permissionless. The new framework will first go live on testnet, with a mainnet rollout expected after the initial trial period. Under the proposal, anyone will be able to deploy new prediction markets as long as they follow pre-approved templates and stake a significant amount of the network’s native token, HYPE.
The move targets a core limitation of the current model: validators cannot realistically curate and approve every single market when the number of potential events is effectively unlimited. From sports results and political elections to macroeconomic data and protocol governance outcomes, the range of possible markets is too broad for a centralized vetting process. Hyperliquid’s upgrade is designed to offload much of that burden to market creators, while still preserving strong onchain guarantees and validator oversight.
At the heart of the proposal is a system of standardized, onchain “outcome templates.” Validators will vote on these templates, which define how markets should be structured, what kinds of events they can reference, how outcomes are determined, and how settlement should work. Once approved, the templates become onchain standards, and anyone can use them to spin up new markets without waiting for validators to approve each individual listing.
After a template is live, deployers will be able to create their own markets based on it, taking responsibility for configuring, operating, and ultimately settling those markets according to the pre-defined rules. Validator-created “canonical markets” will still exist, but Hyperliquid expects them to remain rare. The network anticipates that fewer than ten validator-approved canonical questions or outcomes will be listed each year, with the vast majority of activity occurring through permissionless deployments using templates.
To guard against abuse and mismanagement, Hyperliquid is tying market deployment to economic incentives. Every HIP-4 deployer will be required to stake 500,000 HYPE. This stake functions as both collateral and a quality assurance mechanism. Validators will have the authority to partially or fully slash the deposit if a deployer introduces markets that are poorly specified, settles them in a way that contradicts the template’s rules, or allows them to linger unresolved for more than one week.
The staking design mirrors the network’s earlier HIP-3 framework. As with HIP-3, the HYPE stake will be locked for six months. During that period, deployers will not be able to withdraw their stake unless they have successfully settled all outstanding markets under their control. This structure is meant to ensure that deployers remain accountable for the long-term lifecycle of their markets and cannot simply walk away from unresolved or contentious outcomes.
Capacity limits will also play a role in governing how much any single deployer can list. Initially, each deployer will be granted capacity for 100 outcomes, which corresponds to 200 outcome tokens. Multi-outcome markets consume more of this allocation, while closing and settling markets frees up capacity for new deployments. Hyperliquid additionally plans to roll out an auction-based mechanism that will let deployers bid for increased capacity, effectively turning market deployment rights into a scarce resource that can be competitively acquired.
Market creators will be permitted to charge fees of up to 50% on the markets they launch. While the ceiling is high, the expectation is that competitive pressure will push average fees considerably lower, especially in popular or easily replicable market categories. The generous upper bound exists primarily to give flexibility for highly specialized, illiquid, or niche markets that may require stronger economic incentives to justify their creation and maintenance.
Hyperliquid emphasized that the permissionless HIP-4 framework is still a proposal and may evolve based on ecosystem feedback before finalization. However, it clearly builds on the network’s earlier rollout of HIP-4 in May, when prediction markets were first introduced on Hyperliquid’s high-performance blockchain. In their first month of operation, these markets generated roughly 100 million dollars in trading volume, demonstrating substantial demand for onchain speculation and hedging tied to real-world outcomes.
The upgrade arrives at a time when Hyperliquid is increasingly drawing attention from both decentralized finance participants and traditional investors. Earlier in the month, Bitwise added HYPE to its Bitwise 10 Crypto Index ETF (ticker BITW), assigning it a weight of about 0.95%. That inclusion placed HYPE alongside some of the largest and most established crypto assets in a diversified index product, signaling growing recognition of Hyperliquid’s role in the broader market.
Bitwise’s move followed impressive performance metrics from Hyperliquid’s core trading platform. In the first half of 2026, the network reportedly processed around 1.34 trillion dollars in trading volume and generated about 320 million dollars in revenue. Those figures helped boost HYPE’s profile among institutional allocators and strengthened the case for building additional, high-throughput use cases-such as prediction markets-on top of the existing infrastructure.
From a design perspective, the permissionless HIP-4 architecture attempts to strike a balance between openness and reliability. Fully open listing without constraints can lead to spam markets, ambiguous questions, and settlement disputes. Purely permissioned listing, by contrast, hampers innovation and severely limits growth. Hyperliquid’s template-and-stake approach offers a middle ground: anyone can deploy, but they must use standardized, vetted formats and put substantial economic skin in the game.
These outcome templates are likely to become a critical layer for trust in the system. Clear, unambiguous wording and objective, verifiable settlement conditions can reduce the chance of disagreement. For example, templates may specify that certain markets are settled based on official economic releases, sports league results, or cryptographically verifiable onchain events. By codifying such standards, Hyperliquid can enable thousands of distinct markets that still share predictable behavior and legalistic clarity under the hood.
The slashing mechanism is equally important. Knowing that 500,000 HYPE is at risk if a market is mishandled gives deployers a powerful incentive to avoid vague questions or opportunistic settlement. This kind of economic deterrent is especially relevant for high-stakes markets, where large sums may hinge on subtle interpretations of wording or event timing. In effect, the system converts potential bad behavior into a direct financial cost for the deployer.
The initial outcome capacity of 100 per deployer also shapes network dynamics. On the one hand, it prevents any single actor from overwhelming the platform with low-quality listings. On the other, it nudges deployers to be strategic about what they launch. Popular, clearly defined markets are more likely to attract volume and justify using limited capacity. As the auction mechanism for additional capacity comes online, the right to deploy more markets becomes a tradable privilege, potentially creating a new micro-economy around “market slots.”
Fee flexibility up to 50% raises an interesting competitive landscape. Developers of specialized or information-intensive markets-such as complex geopolitical outcomes or multi-stage corporate events-may decide to charge higher fees to compensate for the effort and risk involved in curating and updating these markets. Simpler markets, such as binary outcomes on major sports events, will likely converge toward low fee levels, especially if multiple deployers can offer near-identical markets using the same templates.
For traders, permissionless HIP-4 markets could dramatically expand the menu of available instruments. Instead of waiting for a small group of validators to recognize and list new narratives or events, speculators and hedgers could see markets pop up almost as quickly as real-world developments unfold. This responsiveness is particularly valuable in fast-moving domains like election cycles, central bank policy expectations, or sudden shifts in technology and regulation.
The distinction between canonical validator markets and permissionless ones may also shape user behavior. Canonical markets, created and endorsed directly by validators, are likely to be perceived as the “gold standard” for high-importance or contentious questions. These markets might command more trust and liquidity, but they will be scarce by design. Permissionless markets, in contrast, can fragment across many deployers and templates, catering to more niche communities, strategies, and time horizons.
From a broader DeFi standpoint, Hyperliquid’s push into permissionless prediction markets underscores a trend toward programmable exposure to real-world events. Outcome tokens can be composed into other protocols, used as collateral, integrated into automated strategies, or bundled into structured products. The more robust and standardized HIP-4 becomes, the easier it is for other builders to treat Hyperliquid’s markets as a foundational primitive rather than a standalone product silo.
Regulatory and reputational considerations will inevitably be part of the conversation as well. While Hyperliquid is not framing this upgrade in legal terms, prediction markets often intersect with complex questions around financial regulation, gambling rules, and data sourcing. The combination of standardized templates, onchain governance, and strong deployer incentives gives the network tools to mitigate some of these risks-for example, by steering templates toward verifiable, publicly available data and away from markets that might be particularly sensitive.
Looking ahead, the testnet phase will be crucial in validating the proposed model. It will allow validators to refine template approval processes, stress-test slashing logic, and observe how deployers behave under real economic incentives. Feedback from early adopters will likely inform adjustments to capacity limits, fee caps, and staking requirements before full mainnet activation.
If the rollout succeeds, Hyperliquid could position itself as a leading venue for scalable, high-throughput prediction markets backed by deep derivatives infrastructure. By combining a performant base layer, a growing token presence in traditional investment products, and a carefully designed permissionless market architecture, the network is betting that the next wave of onchain activity will be driven not only by trading cryptocurrencies themselves, but by trading beliefs about how the world will unfold.
