X Tightens Monetization Rules for Undisclosed AI-Generated War Footage
Elon Musk’s social platform X is moving to clamp down on creators who use artificial intelligence to fabricate war footage without telling viewers it’s fake. Under updated rules, anyone sharing AI-generated videos of armed conflict without a clear disclosure will be kicked out of X’s revenue-sharing program.
The change was announced by X’s head of product, Nikita Bier, who said the company is revising its Creator Revenue Sharing policies to protect the integrity of what users see in their feeds and to avoid abuse of the monetization system. According to Bier, the goal is to preserve authenticity on the platform’s main timeline and “prevent manipulation of the program.”
Bier stressed that the stakes are particularly high when it comes to war and geopolitical crises. “During times of war, it is critical that people have access to authentic information on the ground,” he wrote. With modern AI tools, he added, it has become “trivial to create content that can mislead people,” especially highly realistic but entirely fabricated combat scenes, explosions, or on-the-ground reports.
Under the revised rules, creators who post AI-generated war videos without explicitly flagging them as synthetic will lose access to X’s Creator Revenue Sharing for 90 days. During that period they will not earn a cut of ad revenue from their posts. If a creator repeatedly breaks the rule, their access to the monetization program can be removed permanently.
The penalties are targeted specifically at X’s monetization pipeline rather than at overall account access. In other words, creators are being hit in the wallet rather than necessarily facing immediate bans from the platform itself. The approach signals that X is using financial incentives-and the threat of losing them-to try to steer creator behavior in sensitive information environments.
The central issue for X is the growing ease with which AI tools can generate convincing fake war content. Video models can produce hyper-realistic bombings, military movements, and “eyewitness” clips that appear to be shot on the ground. When such videos circulate without context or disclosure, they can fuel disinformation, inflame tensions, and distort public understanding of ongoing conflicts.
Platforms like X are especially vulnerable because viral, emotionally charged content is heavily rewarded by engagement metrics. When creators are also paid based on how many impressions or interactions their posts receive, there is a structural incentive to publish sensational material-whether it’s authentic or not. By tying monetization to transparency, X is trying to reduce the financial payoff for undisclosed AI fakes.
The requirement for disclosure is also a bet on media literacy. If users are clearly told that a video was created using AI, they can process it differently: as commentary, art, satire, or speculative visualization rather than as direct evidence from the battlefield. X’s policy does not seek to ban AI-generated war content outright; instead, it focuses on labelling and honesty, at least for those who want to be paid.
For creators, the new rules raise the bar on compliance. Anyone producing news-style, documentary-style, or “breaking” war footage using AI will now need to clearly mark it as synthetic if they hope to keep earning from X’s revenue-sharing program. Vague hints or ambiguous captions are unlikely to be enough; X will be looking for an explicit disclosure that the content is AI-generated.
The 90-day suspension window is designed both as punishment and as a cooling-off period. It gives creators a financial shock large enough to deter future violations, while still allowing them an opportunity to adjust their practices and return to the program. However, the warning about repeat offenses leading to permanent removal shows that X is prepared to escalate quickly against accounts that repeatedly try to profit from undisclosed AI war content.
This move comes against the backdrop of a wider global debate over deepfakes and synthetic media. Governments, regulators, and civil society groups are increasingly concerned about how AI-generated images and videos could be weaponized in times of conflict-whether to fabricate atrocities, falsify troop movements, or impersonate leaders making inflammatory statements. Social platforms are under pressure to show they can respond responsibly without completely stifling new forms of digital expression.
From a trust and safety perspective, X’s decision also implicitly acknowledges how difficult it is to automatically detect all AI-generated media in real time. Algorithms to spot synthetic video are still imperfect, especially as generative models become more advanced. Requiring creator disclosure, backed by meaningful financial penalties, shifts part of the responsibility onto those who post the content in the first place.
There are still open questions about how consistently the policy can be enforced. Determining whether a war video is AI-generated or simply low-quality real footage can be challenging, especially when creators use filters, compression, and editing tricks. X may need to rely on a mix of automated detection, internal reviews, and user reports to identify violations, which introduces room for error and controversy over false positives or selective enforcement.
For legitimate creators-such as journalists, analysts, and educators-who use AI imagery to illustrate scenarios, timelines, or hypothetical situations, the safest path will be clear labelling. Adding straightforward statements like “AI-generated reconstruction” or “synthetic visualization, not real footage” can help them stay compliant while still experimenting with new formats. This kind of transparency could also help audiences become more comfortable distinguishing between evidentiary material and illustrative AI content.
The policy also underscores a broader strategic shift at X: monetization is being used as leverage to shape platform culture. Instead of only relying on content removals or bans, X is adjusting the economic incentives that drive creator behavior. By carving out war-related AI content as a specific area of concern, the company is signalling that some subjects-especially those involving human suffering and real-world violence-demand a higher standard of honesty.
Looking ahead, similar rules may extend beyond war footage. Election campaigns, civil unrest, and natural disasters are all prime targets for AI-generated misinformation. If X considers its current move successful, it could adopt comparable restrictions for undisclosed synthetic media related to politics, public health, or other high-impact domains, gradually building a broader framework for responsible AI content monetization.
For audiences, the change is a reminder to treat viral conflict videos with skepticism, especially if they appear too dramatic, too clean, or too perfectly framed to be true. Even with stricter rules, not every misleading clip will be caught, and not every creator is motivated by monetization. Critical viewing, cross-checking with credible reports, and attention to disclosures remain essential defenses against being misled by AI-crafted war narratives.
Ultimately, X’s updated policy reflects a growing recognition across the tech industry: as AI makes it easier than ever to blur the line between reality and fabrication, platforms that profit from attention also assume a responsibility to protect users from the most dangerous forms of deception-starting with those that attempt to turn fake wars into real money.
